Electrical System In 1912, the City of Northwood established its light plant. The City of Northwood purchases its wholesale electricity from two sources: Western Area Power Administration and Missouri River Energy Services. WAPA is an agency within the US Department of Energy that markets electricity in this region generated by hydroelectric power plants along the Missouri River. Missouri River Energy Services is an organization of more than 50 communities in the states of North Dakota, South Dakota, Minnesota and Iowa, that own and operate municipal electrical systems. The power is then wheeled through Minnkota Power's transmission lines to the City of Northwood. These circumstances permit Northwood to offer power at unusually low rates. Your payment is made to the City of Northwood and it is your power system. Have you ever had a technical question, or needed research assistance, but you didn't know where to turn or who to ask?
